BUSINESS LEADERSHIP EXPERIENCE
Marcus is currently a faculty member in the School of Computing and Academic Studies at the British Columbia Institute of Technology and prior to
serving in public office, worked for many years in marketing and
communications. Marcus
has also been the corporate media spokesperson for a major utility
company, has overseen government relations and federal / provincial
lobbying for the entire British Columbia dairy industry, as well as served as a
communications advisor to several provincial cabinet ministers. He has led strategic planning, operational
planning / implementation, and budget planning for major organizations and
institutions across Canada.
As
an experienced business leader, Marcus has the necessary experience to
get things done when the solution requires many different groups and
stakeholders working together. He gained valuable experience in
diplomacy and relationship-building while working for the Canadian
Olympic Committee and the Embassy of Canada in Washington, D.C., helping
to strengthen relationships with members of the International Olympic
Committee, the World Olympians Association, Olympians Canada, and both
houses of the United States Congress.
PUBLIC AFFAIRS & GOVERNANCE EXPERTISE
Marcus has extensive experience in board governance, public policy, and community service in his local community and throughout Canada. Marcus
served on West Vancouver City Council from 2018 to 2022, where he was also
chair of the Finance & Audit Committee and the Community Engagement
Committee. Together with the rest of Council, he oversaw the overall
operations of the municipality, including an operating budget of
approximately $124 million and approximately $736 million in capital assets. He
represented and advocated for the interests and concerns of
constituents, while pushing to improve accountability and transparency
in Council’s decisions. As a proponent of fulsome community
consultations, he continuously sought to improve the
dialogue between elected officials and constituents in order to increase
stakeholder buy-in and feedback on proposed policies.
Marcus also has the proven experience to make our communities safe today and safer tomorrow. Immediately prior to his term on Council, Marcus was appointed by British Columbia's Attorney General to serve on the West Vancouver Police Board (also as chairs of its Governance/Policy and Finance Committees). Together with the Board, he oversaw the police department’s annual budget of approximately $14 million and provided civilian oversight of the Chief Constable and the West Vancouver Police Department. During his time on the police board, West Vancouver experienced some of its lowest crime levels in the last 25 years.
Marcus’ background is further supported by his experience as an analytical, unbiased, and fact-based decision-maker and experience in the interpretation and application of legislation and regulations. Previous to Council, he was appointed by British Columbia's Minister of Social Development and Poverty Reduction to sit as an adjudicator on the Employment and Assistance Appeal Tribunal. He impartially heard appeal cases, critically weighed the evidence presented; assessed the credibility / arguments presented; and issued written rulings within the legislated time frame.
He previously served on the Board of Trustees of Queen’s University and was a member of the Capital Assets & Finance Committee as well as the External Relations & Development Committee. The Board of Trustees oversees the overall operations of the University, including its operating budget of approximately $700 million and approximately $2.2 billion in capital assets. In this role, he also helped monitor and assess risk events / conditions that may impact the University’s brand, reputation, and relationships with external constituencies, as well as the University’s resource development / advancement goals

Marcus was awarded the Sovereign’s Medal for Volunteers, the King Charles III Coronation Medal, as well as the West Vancouver Police Centennial Medal in recognition of his community service.
Marcus holds a Bachelor of Arts (Honours) degree from Queen’s University, a Master of Science degree from the University of Birmingham (UK), and is completing a Master of Liberal Arts degree at Harvard University. His research interests focus on Canada’s security, defense, intelligence, and public policy challenges in the Arctic arena, with an emphasis on their territorial and maritime sovereignty implications vis-à-vis our relationship with key allies such as NATO and the United States.
